The term is usually attributed to Philippus Theophrastus Aureolus Bombastus von Hohenheim
(1494-1542) further known as Paracelsus.
He studied the toxic effects of a variety of chemical substances
including arsenic and discovered that everything he tested was more or less toxic.
The poisoning was not only dependant of the substance but the toxic effect was merely a function of the amount of the substance.
This is still a truth to be remembered, especially when reading alarming reports in media
where some substance is considered to be "dangerous" to humans or to the environment.
Shortly everything is toxic - if the quantity is large enough
And nothing is toxic - if the quantity is small enough

Ignorance of chemicals can cause great harm.
Knowledge of chemicals can be of great benefit.
